This advertisement is for a Financial Investigator – Criminal Enforcement position which is a NON-SWORN position.

Requirements:

  • Four (4) years of professional work experience in one or more of the following areas: Accounting, Finance, Economics, Business Administration or Criminal Justice . A post-secondary degree from an accredited university/college may be used as an alternative for the years of professional work experience on a year-for-year basis.
  • Professional experience conducting interviews
  • Professional experience writing investigative documents or audit reports
  • VALID Driver’s License from the Florida Department of Safety and Motor Vehicles by time of employment.

Preferences:

  • Certified Public Accountant (C.P.A.) certificate
  • Professional experience testifying before a court, grand jury, or in a deposition with regards to criminal, civil, or administrative action.
  • Professional experience reviewing contract documents for compliance with state rules, regulations, and laws.
  • Special consideration may be given to eligible candidates who have bilingual verbal and written skills that meet a critical need of the agency’s mission.

MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of basic accounting and auditing principles, methods of compiling and analyzing data, monitoring techniques, basic mathematics.
  • Ability to review, analyze, and evaluate financial data, examine and audit financial records, prepare financial audit reports, understand and apply laws, rules, regulations, policies, and procedures, conduct research and prepare reports, probe and obtain critical facts, utilize problem-solving techniques, plan, organize, and coordinate work assignments, communicate effectively, establish and maintain effective working relationships with others.
  • Ability to plan, organize and coordinate work assignments. Ability to present detailed verbal presentations.

BRIEF DESCRIPTION OF DUTIES :

Incumbent of position is a member of DFS’ Disaster Response Team and, in that capacity, may be required on short notice to perform duties and necessary attendant travel in support of disaster relief efforts.

 

This position has responsibilities involving procedures adopted by the Department, Division, and Bureau. The procedures are part of the internal control structure used to provide reasonable assurance that objectives are met. This position shall use, comply with, and, if needed, improve these controls and procedures in the performance of duties within the Office of Fiscal Integrity.

 

Incumbent is under the direct supervision of the Fiscal Integrity Lieutenant:

 

Conducts complex investigations, traveling when required, in various areas of responsibility within the Department of Financial Services’ jurisdiction.

 

  1. Reviews and analyzes complaints, issues subpoenas, reviews and analyzes financial records and reports, interviews witnesses, takes sworn statements, develops cases and gives testimony in administrative, civil and criminal cases.
  2. Prepares details charts, exhibits and reports for use by Department attorneys and state and federal prosecutors.
  3. Reconciles accounts in accordance with generally accepted accounting principles (GAAP) or other comprehensive basis of accounting.
  4. Analyzes or audits financial records to identify irregularities or illegal activities.
  5. Performs complex financial analysis to determine trends and identify causes and results.
  6. Analyzes and documents accounting and administrative controls and procedures.
  7. Audits or analyzes complex financial statements and exhibits.
  8. Prepares reports to reflect the results of audit work or analysis.
  9. Conducts joint investigations with other agencies on the local, state and federal level.
  10. Provides assistance to other investigators and prosecutors on the local, state and federal levels in the investigation of complex financial crimes.

 

Assists the Fiscal Integrity Lieutenant:

 

  1. Handling of complex investigations through administrative, civil and criminal proceedings.
  2. Briefing the Fiscal Integrity Lieutenant regarding reviews of on-going complex financial investigations.
